URSO “spotted” in Chişinău: two days of shared vision and methodological work with CEC and CICDE

Intensive workshop to strengthen democratic governance

On December 4 and 5, ISIG facilitated an intensive workshop in Chişinău, in collaboration with the Central Electoral Commission (CEC), CICDE, and the Council of Europe Office. The initiative was a key moment in the mid-term evaluation process, bringing together institutions and experts engaged in strengthening democratic governance in Moldova.

During the introductory remarks, Angelica Caraman, CEC President, emphasized that URSO is not only a technical framework, but also “a way to understand how institutions are perceived by citizens and a benchmark for improving the service we offer them.”

Vedran Ian-Kjeldsen, Deputy Head of the Council of Europe Office in Chişinău, highlighted the broader importance of the work, noting that “URSO is fully aligned with the New Democratic Pact for Europe. Its value goes beyond electoral processes, offering a coherent methodology to monitor and assess the different components of democratic life.”

URSO in action: from methodology to practice

The analytical journey was accompanied by Natalia Turcan and Pavel Cabacenco, consultants to the Council of Europe, whose contributions facilitated discussions, validated analyses and deepened collective reflection.

During the two-day workshop, participants took part in highly interactive moments, comparing approaches, tools and results. For ISIG, the workshop had special significance: URSO is a methodology developed by the Institute together with the Council of Europe, and seeing its active use by institutions, recognized in its policy relevance and capable of guiding strategic dialogue, confirms the value of long-term scientific work translated into concrete tools for public governance.
