This section allows for clear and transparent monitoring of the evolution of data collection, providing a constantly updated overview of the level of participation of Local Councils involved in the ELoGE program.
The counters are a tool for transparency, sharing and accountability, designed to enhance the active involvement of local governments and strengthen cooperation between different territories. They represent a common point of reference for tracking the overall efforts of participating Local Councils and contributing, in an informed and participatory way, to the success of the ELoGE Malta initiative and the continuous improvement of local governance.
Minimum participation thresholds
For each Local Council, the attainment of minimum participation thresholds is defined based on criteria shared at the ELoGE Malta program level to ensure the quality and representativeness of the data collected.
Thresholds vary according to the type of questionnaire. For citizenship, the minimum number of responses required depends on the size of the resident population and is indicated in the reference table. For employees of Local Councils, at least 60 percent participation is required, with a minimum threshold of 30 percent in larger Local Councils. For elected representatives, participation of at least 60 percent of those eligible is required.
