OBJECTIVE
This 2-hour training introduces the SAFE-CITIES Participatory Model (SCPM)—a practical framework that helps public authorities, law enforcement, and first responders to engage citizens and stakeholders in public space security analysis and planning. Through a hands-on, learning-by-doing approach, participants will gain the knowledge and tools to foster more inclusive, trusted, and effective security strategies.

It is especially suited for those aiming to implement Local Citizens Networks (LCNs) and community-based processes for security analysis and planning across European cities.
STRUCTURE & CONTENT
The module is built around three key operational phases of SCPM:
- Assessment – Analyse vulnerabilities and map your local security ecosystem.
- Contextualisation – Establish Local Citizens Networks (LCNs) and plan stakeholder engagement.
- Implementation – Launch participatory actions and embed SCPM in local governance.
