The publication contains the main results of the research work, presented in the report delivered to the Ministry of Public Administration and Local Self-Government of the Republic of Serbia. After an introduction on the methodological aspects of TNA (Chapter 1), the text provides an overview of the local government system in the Republic of Serbia (Chapter 2), an overall assessment of it (Chapter 3), experiences of training local administrators in Serbia (Chapter 4), and training postulates and needs (Chapter 5) identified by local administrators, central government representatives, donors, and civil society organizations, as well as recommendations for training (Chapter 6).
