By comparing different Euroregional scenarios in Spain and at the European level, the research project aims to explore the mechanisms that may explain the success (or failure) of different models of territorial cooperation. At the study of relevant literature in the social sciences, the following explanatory variables will be considered: differences in institutional capacities and strengths; differences in administrative capacities and structures; political, institutional and socio-economic factors; lack/presence of historical and cultural ties; stakeholder inclusion and civil society participation. Drawing on the theoretical concept of “institutional capacity,” the project assessed on an empirical basis the pre-requisites that enable effective management of territorial cooperation.
Objectives:
to improve the state of the art in studies on cross-border and territorial cooperation at the Spanish and European levels, as well as to provide useful knowledge and recommendations for decision makers and practitioners, deepen some of the most relevant Spanish experiences of cooperation. The project includes extensive and inclusive fieldwork in three Spanish border regions (Galicia, Catalonia and the Basque Country) with additional fieldwork on the Italian/Slovene border. consolidate the recently created Spanish network of researchers active in this field through the establishment of an Observatory on Territorial Cooperation open to all Spanish and European researchers interested in territorial cooperation.
