Content: The “Vienna Protocol” of March 19, 1931 constituted a kind of “pact” that drew the general lines for a customs unification between Austria and Germany. Such unification represented, for the majority, not only an economic measure, but also a first step toward reunification, reinforcing the fears of European powers determined to prevent the political revival of the Reich. The events following the disclosure of the Protocol confirmed the distrust of German foreign policy.
The increased economic difficulties and expanding financial crisis contributed to exacerbating tempers and strengthening nationalism. The imposition on Germany and Austria of constraints that would prevent their political unification contributed to the “desire for redemption” that found a natural outlet in far-right movements.
