Table-top exercise for members of the Municipal Operations Center (COC) of Gorizia as part of the IN4SAFETY project

As part of the IN4SAFETY project, an exercise targeting members of the Municipal Operations Center (COC) of the City of Gorizia was held on Monday, April 07 and Wednesday, April 09, 2025. The activity represents a key preparatory step in view of the large field exercise planned for June 2025, which will involve about 500 volunteers from the cross-border area (Italy-Slovenia) and from across the border (Austria, Germany, Croatia).

Organization and participants

The drill was organized and coordinated by the Civil Defense Service of the Municipality of Gorizia, with support from theInstitute of International Sociology of Gorizia, and was attended by about 35 people, including representatives of key municipal services and strategic emergency management organizations, including the Regional Civil Defense, Fire Department, Municipal Civil Defense, and other key players in the area.

Collaboration with the KARST ADAPT Project.

Also present were representatives of the municipalities of Monfalcone and Duino-Aurisina, partners in the project KARST ADAPT, with which important synergies oriented to strengthening the resilience of the cross-border territory have been activated.

Operational simulation and risk scenarios

During the activity, participants were introduced to the risk scenarios developed by the Civil Defense Service of the City of Gorizia and took part in an operational simulation, comparing and collaborating in finding effective solutions to ensure a timely and coordinated emergency response.

Cross-border exercises

Also as part of the IN4SAFETY project and on the same days, the Municipal Operations Centers of Nova Gorica, Šempeter-Vrtojba, Miren-Kostanjevica, and Renče-Vogrsko were also engaged in similar table-top exercises, confirming the joint and cross-border approach to emergency management. In collaboration with the Gasilska Enota Nova Gorica (GENG), shared cross-border scenarios were developed and operationally tested on both the Italian and Slovenian sides, fostering an important comparison between operational structures of the two countries.

A crucial moment of training, sharing and collaboration between agencies and institutions, which laid the foundation for even stronger joint action during the next field exercise and in case of emergencies.
