Description: EDURES is a Council of Europe strategic tool developed by ISIG to strengthen the resilience of education systems during emergencies and crises. This toolkit promotes a comprehensive view of the capacity of the educational ecosystem to withstand, recover, adapt, and continue to function under stress.
The toolkit implements the Ministerial Resolution “On Education in Times of Emergency and Crisis,” promoting the Council of Europe’s six resilience principles for education: 1) Strengthen governance, 2) Ensure continuity, 3) Expand the role of education, 4) Increase accessibility, 5) Promote cooperation, 6) Increase efficiency .
ISIG has scientifically supported the testing, evaluation and verification activities of the EDURES toolkit in several Council of Europe Member Countries. The first experimentation takes place in the Autonomous Region of Friuli Venezia Giulia, with two case studies: Tolmezzo and Cividale del Friuli.
ISIG curates two workshop tracks involving key stakeholders in the relevant educational systems at the local and regional levels, with the aim of providing them with tools and strategies to promote (educational) resilience in their communities. The results of these activities are presented at the World Forum of Demcoracy 2025.
The second trial of the toolkit takes place in Albania, nationwide, and involving the municipalities of Tirana, Durres and Kavaja.
