Description: The pilot project of participatory planning is aimed at municipalities in the province of Gorizia and stems from the desire of the province of Gorizia to implement a functional network among municipalities for the preparation of successful projects under the 2014 – 2020 programming period.

Training courses for PA: design and management for European programming

Description:

The pilot project of participatory planning is aimed at municipalities in the province of Gorizia and stems from the desire of the province of Gorizia to implement a functional network among municipalities for the preparation of successful projects under the 2014 – 2020 programming period.

The action aims to support public administration in the use of EU and international funds by helping PA staff improve European awareness and develop the skills needed to implement European projects.

It stems from the increasingly understood need, at the Italian level, to structure PA staff and re-qualify skills in order to intercept and manage funds competitively and for sustainable development.

Specifically, the course consisted of:

  1. In a first phase aimed at communicating to the municipalities of the Province of Gorizia the opportunities available at the European level trying to stimulate an objective and proactive approach to European programming by the PA. To this end, an introductory meeting was organized in which, after a general overview of what it means to plan at the European level, the working tools and funding channels of the new European programming 2014-2020 were presented.
  1. In a second phase, the identification of needs relevant to the provincial territory was carried out by promoting a participatory approach by municipalities with the hope that confrontation and sharing of ideas and experiences would stimulate the emergence of local partnerships.

To this end, a second meeting was organized dedicated to recording the needs felt as most relevant to local governments with respect to 4 main areas of interest (environment, tourism, infrastructure, culture and youth).

A further meeting took place on September 1, 2014, and was attended by various local governments. During the meeting, a review was held of a logical framework that arose from the data collected in previous meetings related to the Tourism sector, so as to outline more clearly what actions are to be pursued and what resources are currently available in the area.

The action will continue in future meetings aimed at:

  • Maintain this space of confrontation and connection between the different ideas and instances of the territory
  • Provide an operational support service to the entire process of identification and application of project proposals put forward by municipalities.
