Content: The new “Handbook for Intermunicipal Cooperation,” or C2C, is a further contribution of the Council of Europe’s Council of Europe’s Advisory Centre for Local Government Reform (CoE) to proposals for practical solutions for cooperation between municipal governments. The first Handbook on this topic – Intermunicipal Cooperation, or IMC1 – was published in 2010 and focuses on cooperation between municipalities in the same area in the same country to improve public services. The second Handbook, on Cross-Border Cooperation, published in 2012, offers practical guidance on cooperation between municipalities that share a border between countries. The 2015 C2C Handbook considers this cooperation at a further level: municipalities can achieve direct and effective cooperation, even if they are located in different countries and do not share the same border.
