Content: The study presents an overview of experiences and practices of citizen participation in the management of cross-border activities and initiatives, assessing through in-depth interviews with qualified witnesses, 9 cases of cross-border cooperation in Europe and 20 CBC projects that include participatory activities. Specifically: it takes stock of European cross-border initiatives and/or experiences that include a citizen participation dimension; describes the main characteristics of these initiatives and aspects of citizen participation; assesses the effectiveness of participatory mechaniisms and their impact on the decision-making of cross-border entities or initiatives; and identifies issues that would require consideration and/or decision-making at the European level.
The study is a preparatory action and, at the same time, a working paper for the Council of Europe Conference “Democratic Governance of Cross-border Territories” (October 2015).
