1. Lithuania
Description Activity I – Implementation of the CoE program “ELoGE – European Lebel of Governance Excellence”: taking care of the training of local experts on the Council of Europe’s ELoGE program through interactive workshops; supporting the adaptation of ELoGE evaluation tools(benchmarks) to the Lithuanian context; supporting the implementation of the program for selected municipalities.
Description Activity II – Implementation of the CoE tool “Civil Participation in Decision Making” to promote civic participation in decision making: implementation of a questionnaire on intermunicipal cooperation addressed to all municipalities involved in the project; organization of workshops to train local experts on Council of Europe tools and methodology for promoting civic participation; training activities and further support for the implementation of the tool to promote civic participation in decision making for local authorities; participation in the development of an impact assessment strategy for this project; support for the implementation of the tool in selected pilot municipalities.
Description Activity III – Implementation of the CoE tool “IMC – InterMunicipal Cooperation” for intermunicipal cooperation: support in the adaptation of the CoE tools for facilitation of intermunicipal cooperation for the Lithuanian context (i.e. local needs survey at municipal level); training on these tools for local experts; training and further support in the implementation of this tool for local authorities (pilot projects).
2. Slovakia
Description Activity I – Implementation of the CoE tool “URSO – Useful Relevant Sustainable Owned” for monitoring and evaluation of training programs for professional development of local authorities: coordination of the implementation process; training on the URSO tool for local experts; support in the adaptation of the tool and its effective implementation; evaluation of the adaptation and implementation of the tool.
Description Activity II – Implementation of the “ELoGE – European Lebel of Governance Excellence” program. In the context of this activity, ISIG: supervised the training of local experts on the Council of Europe’s ELoGE program through interactive workshops; provided support in adapting the ELoGE evaluation tools(benchmarks) to the Slovak context; and provided program implementation support for selected municipalities.
Description Activity III – Supported the creation of a Slovak version of the Council of Europe’s digital tool “E-learning tool on good governance at the local level.” In the context of this activity, ISIG has: advised on the process of coordinating the activity and validating the tool’s content for the local context, in constant comparison with good practices at the international level; provided tech-nical advice on the preparation of promotional videos; prepared training activities for the Slovak partner on the functionality of the digital tool.
Description Activity IV – Support the organization of a 5-day study visit for Slovak ELoGE municipalities to their counterparts in Italy (Friuli Venezia Giulia) and the preparation of a peer-to-peer guide on ELoGE implementation.
