The manual was developed as part of the Council of Europe’s Leadership Academy Program (LAP) as a specific training tool, providing trainers and trainees with CBC-focused knowledge, examples and exercises. The Leadership Academy Program (LAP) is a learning and action course intended for civil servants and elected representatives in public administration.
