Project – CIVIL PROTECTION EARLY WARNING SYSTEMS: FROM WEAK SIGNALS TO RESPONSE.

Contractor/Financier: European Commission-DG Environment, Community Action Programme in the Field of Civil Protection Period: 2006 Partners: Nordregio-Nordic Centre for Spatial Development (SE); Emergency Services College (FI); The Hellenberg (Finland) ISIG-Institute of International Sociology, Gorizia (IT). Description: The project examines early warning systems at the municipal level, providing answers to the fact that signals of imminent flood danger, rather than serving as pragmatic and functional stimuli for rational infrastructure planning, instead meet the multiple rationales of local agendas trapped in government battles at different levels. The project is developed through the analysis and evaluation of: maritime safety early warning systems (case analysis); comparative assessment of risk perceptions and mapping methods for risk prevention and reduction strategies; legislative framework; institutional, technological and operational solutions for early warning; and habits of behavior.
