  • Description: Cooperation in natural disaster risk prevention and mitigation caused by climate change is the common challenge addressed in the IN4SAFETY project. Addressing it requires a more coordinated response to such events throughout the program area. The vulnerability of the area and the need for cooperation became evident during the fires in the cross-border Karst area,in summer 2022.
  • Strategic Goal: A resilient, greener, low-carbon Europe but in transition to a zero net carbon economy through the promotion of a clean and equitable energy transition, green and blue investments, circular economy, climate change adaptation and mitigation, risk management and prevention, and sustainable urban mobility.
  • Specific Goal: Promote climate change adaptation, disaster risk prevention and resilience by considering ecosystem approaches.
  • Objectives:
    • Promote climate change resilience and natural disaster risk prevention by strengthening cross-border cooperation between local authorities and rescue teams with the drafting of 2 action plans, integration of spatial data, and joint trainings of rescue units.
    • Establish a contingency plan that includes the use of helicopters to ensure faster and more efficient rescue actions; supplement spatial platforms with electronic data needed for air rescue involving terrain and obstacles.
  • Expected outcomes:
    • WEB GIS integrated spatial databases – the CROSSIT-SAFER database will be updated and the HARMO-DATA geoportal updated with site data and possible obstacles , (eTOD), aerial data and additional WEB maps. Protocols and standards for cross-border data harmonization will be updated.
    • 1 emergency response plan in the CMvE area-a plan that includes guidelines for stakeholder participation in the drafting of the metropolitan disaster plan, guidelines for territorial cooperation (local and regional part), and a pilot case;
    • 1 HEMS action plan-a strategic document for establishing a cross-border emergency response system to ensure faster and more efficient responses;
    • 2 cross-border workshops – 2 cross-border workshops with civil defense stakeholders to harmonize and update spatial WEB GIS data.
    • 1 final conference – final conference to present the results and achievements of the project to the general public and professionals.
