Description Activity I: Support the development of a methodology and related tools for the monitoring and evaluation of electoral processes in Council of Europe member states.

Description Activity II: Development of an “election context methodology,” i.e., guidelines that will support the Department of Election Assistance in structuring its election cooperation interventions in member states; elaboration of strategies and implementation of action plans aimed at promoting election performance and integrity.

Description Activity III: Pilot project of the application of methodologies for the development of strategic plans for the Electoral Commissions of the Territorial Administrative Unit of Gagauzia and the Republic of Moldova.
