Content: The objective of this manual is to contextualize the role of civic participation for efficient and effective local governance, as defined by the latest Council of Europe standards and guidelines. The manual provides operational support for local authorities engaged in understanding the current community context and the potential degree of involvement of each stakeholder in the decision-making process, as well as in choosing strategies and actions for different levels of involvement and different stages of the decision-making process.
This manual is aimed at local administrators to identify local stakeholders who can be involved in participatory decision-making processes. The manual and its operational tools are based on three steps to automatically generate stakeholder mapping in an Excel document.
