Content: The Handbook provides a review and analysis of both the difficulties in Cross-Border Cooperation (CBC) encountered across borders and the solutions used to overcome them.
It was developed on the basis of an extensive survey initiated in 2009 by the ministers responsible for local and regional government of 47 Council of Europe member states. The data collected by questionnaire were systematized and organized in such a way as to enable all cross-border cooperation actors to find examples and solutions that would meet their particular needs.
The Handbook is a snapshot of the situation at the end of 2013. It is complemented by an electronic platform hosted by ISIG that will be constantly updated with new data and experiences.
The Handbook is useful for all those involved in cross-border cooperation – central governments, local and regional authorities, associations and citizens – who will hopefully circulate, use and enrich it through the electronic platform.
